The extra weight of the insulation will make insulated copper wire scrap less pricey when matched with the same weight of stripped wire without insulation. Since insulation does not fetch anything, the stripping process may result in total loss of weight. In some cases, it may be worth selling the wires with insulation on. For instance, removing insulation from two-strand phone wire doesn’t make much sense, as the wire inside is very much thin.
For some other types of insulated wires, it obviously makes sense to scrap the insulation before they are sold.
