In a rapid reversal of dumpster dollars and cents, recycling is now costing the city of Houston hundreds of thousands of dollars every month. A short time ago, it was a money-maker for the city.
City officials said unauthorized use by nonresidents, disposal of regular trash, and leaving rubbish next the the containers when they are full has caused problems at the two unmonitored disposal bins.
