EPA Cited Violation of Clean Air Act at Waste Connections Landfill


SEATTLE (Recycling Monster): The U.S. Environmental Protection Agency (EPA) has cited Waste Connections for violating the Clean Air Act at its Chiquita Canyon Landfill, which it found to be emitting excessive toxic gases.

The EPA noted that the company violated the New Source Performance Standards (NSPS) and National Emission Standards for Hazardous Air Pollutants (NESHAP) for municipal solid waste landfills, the NSPS and NESHAP General Provisions, as well as conditions in the Title V permit issued to it by the South Coast Air Quality Management District (South Coast AQMD) at its Castaic, California landfill.

The landfill site was earlier cited for odor-related complaints. The landfill has been facing lawsuit from residents, who in turn demand closure of the landfill. Also, it has received numerous notices of violations from other state and local regulators. Meantime, Waste Connections clarified that it has been actively involved in efforts to mitigate the issues cited in the notices.

The EPA observed that the company has failed to implement adequate monitoring and mitigation efforts, saying that it has failed to conduct proper and regular inspections and repairs at its gas collection mechanisms.
