SEATTLE (Recycling Monster): The Maine Board of Environmental Protection has approved the requirements for packaging under the state's extended producer responsibility (EPR) law. The regulations are scheduled to go into force in 2027. As a result, Maine joins California, Colorado, Oregon, and Minnesota as the fifth U.S. state to enact an EPR law for packaging.
Years of consideration, discussion, and feedback from several stakeholders have culminated in the finalization of the regulations.

Maine's legislation differs from that of other states. The majority of consumer packaging types are covered. Producer payments will directly reimburse local governments for waste management expenses under what is regarded as a full municipal reimbursement model. It should be mentioned that while Colorado's recycling program is funded by producers, California, Oregon, and Minnesota follow a shared responsibility model.
Business representatives, such as Ameripen and the Maine Chamber of Commerce, had called for the regulatory process to be put on hold. However, stating that the approved guidelines will help increase recycling rates, the Natural Resources Council of Maine expressed full support for them.
