The recycling program changes proposed in the Plastic Pollution and Recycling Modernization Act is scheduled to start in July 2025. According to the Act's rules, items that are difficult to recycle, such plastics, would incur higher fines than those that are simple to recycle. This will incentivize manufacturers to use lighter, more environmentally friendly materials while producing their goods. The Act seeks to encourage businesses to use more recyclable materials. Additionally, multi-family building managers and owners must offer recycling services to their inhabitants.

The new regulation calls on the state's environmental authorities to publish a uniform list of recyclable materials. The public will find it easier to recycle as a result. The Act also asks for improving the facilities that sort recyclables and increasing access to recycling services.
