City of Saint Paul, MN Announced New Garbage and Recycling Contract Agreements


SEATTLE (Recycling Monster): The City of Saint Paul, MN has entered into contract agreements for citywide recycling and garbage services.

The new seven-year contract with FCC Environmental will provide garbage, yard waste, and bulky item collection to 90% of the 1- to 4-unit households in the city. Also, the new contract will provide municipal garbage, yard waste, and bulky item collection services to the remaining 1- to 4-unit households. The contracts will be effective 1st April, 2025, said the city news release.

As part of the agreement, FCC will make investment of more than $25 million towards a new facility. Also, it will purchase over 300 new CNG-powered collection trucks, in addition to acquiring fully electric pickups for route managers. Also, it will purchase an electric box truck for bulk and appliance pickup.

The new garbage contract with FCC Environmental offers several improvements. The residents will be able to have up to one cubic yard bed picked up per month for each, instead of two to three bulky items collected per year. The new contract will phase in opting out and cart sharing options beginning 2026. The city will send the quarterly bills to property owners. Also, the city staff will be responsible for handling all customer service requests and issues.
